Abstract

Existence of more than 650 million disabled persons around the world is a significant issue requiring human society to make efforts to create an appropriate situation for such persons based on human dignity and human rights principles. The rights of disabled persons are one of main challenges of modern societies. The world-wide attention to support disabled persons has been increasing since the beginning of the 1970s. By announcing the year 1981 as the disabilities global year, the United Nations General Assembly (GA) has taken the first step. Then, 1993-2002 has been announced in Asia as the disabilities decade and 2003 has been announced as disabilities year in Europe. The approval of an optional Convention on the Rights of Persons with Disabilities (CRPD) in 2006 by GA is great step in supporting the rights of disabled persons. This paper investigates this predominating non-racial minority in the world from the view point of CRPD.
