Despite the fact that the global system of human rights has a long history, it has no sufficient sanctions against human rights violations. Although the Universal Declaration of Human Rights has been approved more than sixty years ago, the international community has failed to design appropriate measures to respect and ensure human rights. While the system of international human rights has been encountered with a lot of norms, its enforcement has little success. The establishment of a world court of human rights could lead to better understanding and enforcement of human rights worldwide. However, there are certain obstacles for the establishment a world court of human rights, such as state sovereignty, equality in treatment with states and legitimacy for delegation of criminal justice of national courts to an international criminal court. In this paper, such obstacles and the ways to deal with them will be discussed.
