Accepting the application for registration of properties with unknown owners is the first and most important stage of the preliminary operation of property registration, and there have always been differences of opinion regarding its implementation and the necessity or non-necessity of some of the measures taken for it and each registration unit implements the regulations related to accepting real estate registration applications in a way that, in some cases, is completely different from what other registration units do, even in the same registration area. In this research, which was conducted using a descriptive-analytical method and using information gathering methods from existing sources and the author's personal experiences in implementing the aforementioned regulations, in addition to explaining and clarifying the steps for accepting applications for registration of properties of unknown owners and the requirements for implementing this process, cases that are implemented in registration units using different methods and procedures have also been examined and this issue, in addition to increasing the workload of registration units, also leads to an increase in lawsuits filed regarding real estate, which contradicts the legislator's goal of developing registration laws, which is to consolidate ownership and reduce legal claims.
